Complementing this, the Anti-Financial Account Scamming Act (AFASA) has fundamentally changed the rules of engagement. By enhancing information sharing and curbing the utility of money mules, AFASA has turned "collaboration" from a voluntary gesture into a operational necessity.

However, a truly resilient ecosystem requires more than just mandates:

  • Intelligence Convergence: Financial institutions must move from "reporting" fraud after the fact to sharing risk signals in real-time. An attack on one should trigger an immediate defense for all.
  • The Internal Wall: Resilience starts with internal culture. Robust controls, ethical governance, and continuous awareness training ensure that the human element remains a primary asset rather than a vulnerability.
  • Innovation Alliances: Solving the fraud puzzle requires a blend of regulatory foresight and technological agility. Partnerships between the public sector and innovators are essential to building the behavioral models needed to spot "unnatural" activity before it escalates.
